do you realise that the government here is like that as well?
there's a culture to be "improving" on things all the time... sometimes, it's more like two steps back for every step forward... they can't leave things that need to remain simple well alone, it always has to be complicated...
i guess it's hard for the ministers, and everyone else down the line to justify the kind of pay they're getting if things remain at status quo...
